Connecticut sees sharp drop in rabies testing of wild animals under new state policy New Haven Register HARTFORD >> The state Department of Public Health estimates that state labs tested 800 fewer animals for rabies in 2016 as a result of a new testing policy that was lauded as a way for the department to stay truer to its mission of protecting human health.
